I think making an exception for this "feature backport" is acceptable in this case.
We could have arguably cast this "feature" as a "bugfix" instead and we have a urgent need to make this change available in Katello, which is much easier to do for a pulp_deb Z-release: Katello/katello#11730
This change contains no API changes or migrations. It affects a very specific edge case. We are as safe as we are going to be.
